Regulatory status and timeline
The ESPR provides a cross-product ecodesign and DPP framework whose product datasets arrive through delegated acts. The revised CPR creates a construction-product digital information and DPP pathway tied to declarations, instructions and harmonised technical specifications. The PPWR generally applies from 12 August 2026 and phases in packaging sustainability, labelling and digital data-carrier rules; that date is not a universal full-ESPR-passport deadline for packaging.
One core, three governed outputs
Use a shared master record for stable facts—product and operator identifiers, materials, suppliers, evidence files and version history. Then create regulation-specific views with their own scope, approval, retention, access and change controls. An ESPR passport, a CPR declaration/product-information set and PPWR label or technical file remain legally distinct outputs.

Manufacturers selling a product with packaging, construction-product suppliers, importers, authorised representatives and data owners across sustainability, quality and legal teams all need clear accountability for shared and regulation-specific fields.
Required data and preparation data
Required or anchored in adopted legislation: Each regime determines its own applicable products, responsible operator, required declarations, data fields, language, access and timing. Shared source data does not remove the need for separate conformity assessment and sign-off.
Recommended preparation while detailed rules develop: Build a canonical identifier and evidence model, tag every field by legal basis and owner, and separate source facts from calculated claims. Record effective dates so a published view can be reconstructed for a market-surveillance request.
